Here's the summary of interviews done with the Bayonetta 3 development team, the key points are as follow:

Hideki Kamiya:
-I basically didn't participate in the development of Bayonetta 2, and only did the scriptwriting. After the game's success and being accepted by the gamers, I wanna challenge the wider and bigger world of games.
-I'll never forget Nintendo's favour of letting me produce the 3rd game.

Makoto Okazaki(Producer from Nintendo):
-The development process wasn't as smooth as I'd imagined (lol) , but in terms of the contents, the game quality was way above our predictions and goals, all thanks to Platinum Games.

Nakao Yuji:
-Repetitive and deep contents became easier to clear, thus reducing the need of playing multiple playthroughs. Knowing this, you might think that the game content size shrunk, but actually that's not the case. We guarantee that the game will be packed with content, and most likely be the best of the series.

Hideki Kamiya:
-I wouldn't add that much content if I'm in charge.

Also Hideki Kamiya later on:
-Nintendo saved the Bayonetta series. Though some fans may say that the game is restricted to a certain degree due to the participation of Nintendo, but that wasn't the case. In fact, Nintendo fully supports what we intended to create and express.
